EV Charger
Objective/ Status
Project objective: To install three (03) EV Chargers in Teresa Ville by 40th AGM in Oct 2025.
Current status: Phase II Milestone 1: Gathering information from EVCOs
Background/ History
At Teresa Ville's 38th AGM held on Saturday 28 Oct 2023, it was proposed to study the feasibility of installing Electric Vehicle (“EV”) charging points in the estate.
To guide MCSTs on issues surrounding this issue, the Singapore Land Transport Authority (“LTA”) published a set of presentation slides “Electric Vehicle Guide for Management Corporation Strata Titles (MCSTs)” on 8 Dec 2023.
On Friday 12 Apr 2024, a few residents gathered to initiate an effort to investigate further into the feasibility of installing EV charging points in Teresa Ville.

On Saturday 19 Oct 2024, SPs at Teresa Ville's 39th AGM approved the following resolution:
“To consider and if approved, resolve by an Ordinary Resolution, to mandate the Management Council to:
- execute leases of or rent, or licences of, any part of the common property for the installation of fixed EV chargers, for periods that do not exceed 10 years; and
- re-designate not more than three (3) car park lots for EV charging use;
provided no management fund or sinking fund be used for the installation or uninstallation of any fixed EV charger in the common property.”
Project Phases
Phase I: SPs approval at AGM
- Objective: To investigate and understand the issues and then craft a resolution for SPs approval at Teresa Ville's 39th AGM in October 2024.
- Timeline: Oct 2023 to Oct 2024
- Status: Completed when SPs approved the resolution on 19th Oct 2024.
Phase II: Council's approval
- Objective: To investigate and understand the issues and then present viable options with recommendation and reasons for Council to deliberate and proceed with AGM mandate.
- Timeline: Oct 2024 to …

- Milestones:

- Collate data for Council consideration and seek Council's concerns and guidance
- Follow up on Council's concerns to firm up options
- Council to decide if and who to award EVCO contract
Phase III: Physical installation of chargers
- Objective: To install 03 EV chargers in Teresa Ville
- Timeline: … to Oct 2025
- Milestones:
- EVCO to submit EV Charger Grant and EV construction application
- Wait 4-6 months for LTA to approve
- EVCO to construct chargers
- First EV to charge up in Teresa Ville
Issues
Financing
As the AGM resolution explicitly requires that “no management fund or sinking fund be used”, it means that the EVCO will have to incur the installation and any costs. E.g. if the EVCO decides to upgrade the power in the CSR at the clubhouse to support more charging capacity, they will have to incur this additional cost.
This section discusses how they recoup the upfront expenses.

EVCOs input
During the voluntary familiarisation visits on 24 Oct 2024, the following EVCOs visited Teresa Ville:
- MNL Solutions EV
looked at all the Electrical Switchrooms and observed that the one at Block 1001 (Clubhouse) is only single-phase and also insufficient capacity to support 3 EV charges. If we were to tap on this supply for 3 EV chargers, the supply will have to be load-balanced, i.e. reduced capacity, should all 3 chargers be used concurrently. Whereas the power supply at Block 1007 has sufficient spare 3-phased capacity to supply 3 EV chargers. (Presentation slides) - NOVOWATT PTE LTD | WATT SINGAPORE
had visited Teresa Ville previously and he was updated on the developments (particularly AGM and resolution). The company has an impressive track record of having secured contracts to install over 500 chargers at 150 condos all over Singapore. In addition to the proposed siting of chargers beside the Clubhouse, he also looked at how to site chargers beside the grass patch between Blocks 1005 and 1007, tapping on the ample supply at the latter block. presented an intriguing possibility for consideration: that one of the 3 chargers be a fast-charging DC charger. While slow-charging AC chargers are suitable for residents' overnight EV charging, fast DC chargers open up the possibility for private-hire vehicles who can pop in for a quick 1 hour charge during the day and earn revenue for the MCST. Mr Wong Yew Kum cautions that we should be mindful of the much higher voltage (hence fire risk) for fast DC chargers. (Presentation slides)
The discussions are all very preliminary and all three EVCOs will work out more details for our consideration in the coming week or so. They also informed us that the Government's EV Charger Grant is quite popular: about half of the grant had already been snagged as of January earlier this year. If we wish to qualify, prompt action is advisable.
